Hopeton Dunn is Professor of Communications Policy and Digital Media at the University of the West Indies in Jamaica, where he holds an endowed Chair in Telecommunications Policy and Management. He is Academic Director of the University’s pioneering Master’s Degree Programme in Telecommunications Policy and Technology Management.

Professor Dunn serves on numerous national, regional and international councils and editorial boards in his field, and is currently the Secretary General of the International Association for Media and Communication Research (IAMCR), and Chairman of the Broadcasting Commission of Jamaica.

Hopeton Dunn is the author, editor or co-editor of over 46 scholarly publications including 6 books, 15 book chapters, 20 journal articles, 3 monographs and 2 guest edited academic journals. His most recent edited volume called ‘Ringtones of Opportunity: Policy, Technology and Access in the Caribbean’, will be published in May 2012. Other books and co-edited volumes include titles such as ‘Globalization, Communication and Caribbean Identity’; ‘Media, Democracy and Renewal in Southern Africa’, and ‘Emancipation: the Lessons and the Legacy’. He has also written or co-produced 8 nationally transmitted video documentaries/film productions on themes of media, culture and development.

Hopeton is a dedicated university teacher and researcher specializing in the areas of Telecommunication and New Media Technologies, Theories of Globalization, and the Political Economy of African and Caribbean Media. He has delivered lectures or presented on academic panels on these themes in Latin America, Africa, Asia, Europe and North America. In 2009 he was a speaker and the Session Chair on Issues of Global Broadband Access at the UN’s Internet Governance Forum (IGF), held at Sharm el Sheik, Egypt, attended by over 1,500 delegates from all continents.

Professor Dunn was re-appointed in 2011 as Chairman of the Broadcasting Commission of Jamaica for a further 5 years, following his initial appointment by the Governor General in 2006. He also serves on the Jamaica National Commission for UNESCO, and was Chairman of the Board of Directors of the Media Technology Institute (MTI) and Creative Television in Jamaica since their inception.

He was the Information Committee Chair on the Board of Directors the National Library of Jamaica on which he served for a decade.

Hopeton Dunn’s membership in and service to the IAMCR span well over a decade, during which he successfully co-led one of the largest and most vibrant Sections in the Association: the Communications Policy and Technology (CPT) Section.

As Secretary General and Chair of the Association’s Conference Committee since 2009, he has anchored the planning of the last four IAMCR Conferences in Mexico City (2009) Braga, Portugal (2010), Istanbul, Turkey (2011) and Durban, South Africa (2012). He delivered plenary panel presentations at two IAMCR conferences, including at the Association’s 50th anniversary conference in Paris in 2007.

Professor Dunn is committed to the building up the capacity of research and educational institutions and to the development of research students and emerging scholars. He has actively served on the IAMCR’s Membership and Outreach Committee, the Executive Board and on the International Council. He has also been a member of the IAMCR’s Task Force on Media and Communication Policy and represented the Association at the World Summit of the Information Society (WSIS) in Tunisia in 2005.

Hopeton is married to UWI Sociologist and Senior Lecturer, Dr Leith Dunn and they are parents to two adult professionals. In his spare time he enjoys music, sports and rural travel.
